Every cell in an ACE2 file holds a measurement rather than a colour, usually elevation in metres, running from sea level up to whatever the highest point in the tile happens to be. ACE2 tiles are laid out in degrees, and a degree of longitude shrinks towards the poles: at 60° north it spans half the ground distance of a degree of latitude. The ICO keeps the tile's square grid, so away from the equator the terrain appears stretched east to west. That is harmless for a texture or a shaded relief, and it matters as soon as the image is used for slopes, distances or a 3D model.
