DT2 to JP2: what carries over and what does not

Every cell in a DT2 file holds a measurement rather than a colour, usually elevation in metres, running from sea level up to whatever the highest point in the tile happens to be. JP2 stores brightness, so the conversion stretches that range across a grey or colour scale. What you get is a readable picture of the terrain, and it is the right thing for a relief map or a figure. What you no longer have is the data: sampling a pixel in the JP2 returns a shade, not an altitude. Missing cells in an elevation grid, such as water, radar shadow or the edge of a survey, are not empty: they hold a sentinel value, -32768 in SRTM, -32767 in DTED and very often -9999 in ESRI grids. Counted as a real height, that value stretches the scale so far that the actual terrain collapses into a few near-identical shades. When a JP2 output looks flat and washed out, a void treated as data is the usual cause.

What are DT2 files?

DT2 is the file extension for Level 2 of Digital Terrain Elevation Data (DTED), the high-resolution tier of the elevation series standardized in MIL-PRF-89020 by the U.S. National Geospatial-Intelligence Agency (NGA). A file of this type covers a one-degree by one-degree cell with a post spacing of 1 arc-second, about 30 meters at the equator, which makes it suitable for detailed terrain work such as viewshed modeling, slope analysis, route planning, and flood simulation. It is the most detailed of the three standard levels, following the .dt0 and .dt1 products. The content is organized as header records with identification and accuracy information, followed by a regular grid of elevation values for the cell. Because of its fine sampling, Level 2 files are considerably larger than those of the lower levels.

What are JP2 files?

JP2 or JPEG 2000 is an improved version of JPEG, one of the most popular file formats for storing and transferring images. Compared to the latter, JP2 image files offer higher quality and smaller size images by using a different compression algorithm, which can be either lossy or lossless.
