MVT to PLT: what to expect from the conversion

An MVT file is a single vector tile: geometry clipped to one square of the map at one zoom level, with coordinates in tile units, 4096 to a side by default, rather than in degrees or metres. On its own it covers a small fixed area and carries no position. It only lands in the right place when its zoom, column and row are known, and those normally come from the folder path the tile was served from, not from the file. Geospatial coordinates are absolute positions on the earth, and they are large: a projected easting runs to six or seven digits, while latitude and longitude are small decimals. PLT expects a drawing laid out near its own origin in millimetres or inches. The geometry itself converts correctly, but it can land tens of kilometres from 0,0, or arrive at a scale where an entire county is forty units across. Zoom to extents first, then measure one known distance before dimensioning anything.
