What are TOC files?
TOC (Raster Product Format table of contents) is an index file, usually named A.TOC and stored in the root of an RPF data set, that describes the frames of a map or image collection without holding any pixels itself. The collection is divided into boundaries, which are groups of adjacent frames that together cover a rectangular area, and each frame is a separate file in the NITF format with a size of 1536 by 1536 pixels, stored in subfolders named according to the standard. The index records the coordinates of each boundary, the product type, such as CADRG or CIB, the scale or resolution, the zone, and the file path of every frame. A data set may also contain a legend folder and overview images. To convert such a collection to graphics, a program reads the A.TOC file, selects a boundary, opens the frames that belong to it, decodes the color-table indexed pixels of CADRG or the gray levels of CIB, and joins the frames into one mosaic. Frames that belong to neighboring zones overlap, which must be handled correctly when mosaicking. The result can be saved as PNG, JPEG, TIFF, or GeoTIFF with coordinates, and because the collections can be huge, the output is often limited to a chosen area. Supported by ArcGIS and FME.
