It stores, for an area covered by a regular net of points, how many seconds of arc the latitude of each point has to be moved. Longitude has its own companion file with the .los extension (Longitude Seconds), and the two always work as a pair. Separate pairs exist for the conterminous United States, Alaska, Hawaii, and other regions. The same extension is also used by LiDAR point cloud files, which are unrelated, so the context of the file matters.
