IBG files are associated with drawing images included in Bert's Dinosaurs, a program intended to introduce children to computer drawing. The program was designed in the 1980s for use on MS-DOS platforms and at the moment is no longer supported. In case you found such a file it is probably old and to open it you might have to convert to a more accessible extension.
