TPKX is a tile set: the same map cut into small squares, usually 256 or 512 pixels across, at a range of zoom levels, each level holding four times as many tiles as the one above it. TIFF holds one flat picture, so the zoom level is the decisive choice. A low level gives a compact overview of the whole area, while the deepest levels of a city or a country run to millions of tiles and an image far larger than any viewer will open. TIFF is lossless, so nothing further is discarded during conversion. What it cannot do is restore detail that TPKX compression already removed, and the output file will usually be considerably larger.
