VRT holds no pixels of its own. It is an index: a list of other raster files plus instructions for mosaicking, clipping or rescaling them, so it converts only when every file it points to is present at the path it records. A VRT copied to another machine on its own produces nothing usable. Converting to PDF renders the assembled result into one real file, which is often the whole reason to do it. PDF is a page format, so each VRT image is placed on a page rather than converted into something else.
